The Obama administration wants cell phone service providers to unlock all phones.
The White House has been calling for legislation to unlock cellphones for months, and now it's filed a petition with the FCC asking that wireless carriers be required to unlock all mobile devices so users can switch between services using the device of their choice.
The FCC supports the proposal. Opponents say it would make it too easy for consumers to take copyrighted software between carriers.
Supporters say it would increase competition and consumer choice, and people should be able to use their mobile devices on whatever networks they choose.
